There are many ways to find latest recommended patch collection or patchset for particual modules in E-business suite. The best way for me is using patchsets.sh tool.
Just download from support.oracle.com using ftp and get that executed in your environment.
Using the command line Utility sftp :
1.) sftp -o Port=2021 <<MOS Logon User ID>>:<<MOS Password>>@sftp.oracle.com
2.) cd support/outgoing/PATCHSET_COMPARE_TOOL
3.) get patchsets.sh
How to Execute this?
./patchsets.sh htmlout=Report.html silent=y
How to Intrepret the html output?
The very first section – This will show the database details and products installed and shared status.
Second section – This will show the Family packs base version, present version in your environment and latest available version.
Third section – This will show the fully installed products of your environment base version, present version in your environment and latest available version.
Foruth section – This will show the fully shared products of your environment base version, present version in your environment and latest available version.
Note: As of December 1, 2021, the patchsets.sh script is no longer available on the Oracle sftp site. The latest version is attached to 139684.1 document for download. There have been no new patchsets released for E-Business Suite 12.1.3 since August 2020. E-Business suite 12.1.3 is entering sustaining support as of January 1st 2022.
